GENERAL PROVISIONS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.1.<\/strong>&nbsp;These Regulations are a local legal act of AIRT-Ecomed establishing general approaches to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 the establishment and termination of employment and educational relations between employees and AIRT-Ecomed, and between learners and AIRT-Ecomed, respectively;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 the principal rights, duties, and responsibilities of employees, learners, and the administration of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 working and study schedules and conditions of employment at AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 rest periods for employees and learners at AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 incentives and disciplinary measures, and liability for violations of labor and academic discipline by employees and learners of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 other matters relating to employment and educational legal relations at AIRT-Ecomed that are not regulated by the labor and educational legislation of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.2.<\/strong>&nbsp;The principal purpose of these Regulations is to ensure effective interaction between AIRT-Ecomed, its employees, and its learners on the basis of a conscientious and responsible attitude toward work and study and their results, and based on the need:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to strengthen labor discipline;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to ensure efficient use of working and study time;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to maintain a high quality of work;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to ensure careful handling of the property and material assets of AIRT-Ecomed, its employees, and learners;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to improve educational and labor processes;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to optimize management activities;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 to successfully achieve the objectives of AIRT-Ecomed reflected in the Charter of AIRT-Ecomed and its strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.3.<\/strong>&nbsp;The regulatory and legal basis of these Regulations consists of the Constitution of the Republic of Kazakhstan, the Labor Code of the Republic of Kazakhstan (\u201cLabor Code of the RK\u201d, \u201cCode\u201d), the Law of the Republic of Kazakhstan \u201cOn Education,\u201d the Standard Rules for the Activities of Educational Organizations Implementing Higher Professional Education Programs, the Standard Rules for the Activities of Educational Organizations Implementing Postgraduate Professional Education Programs, the Standard Rules for Conducting Current Academic Performance Monitoring and Interim and Final Assessment of Learners, the Rules for Organizing the Educational Process under Credit-Based Learning Technology, and other regulatory legal acts of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.4.<\/strong>&nbsp;These Regulations shall enter into force pursuant to a decision of the Academic Council and shall remain in effect until relevant amendments or additions are introduced or until a new version is approved in accordance with the established procedure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The procedure for introducing amendments and additions to these Regulations shall be the same as the procedure for their adoption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.5.<\/strong>&nbsp;Unless otherwise provided by the Charter of AIRT-Ecomed or the relevant agreements, these Regulations are uniform and binding upon all employees and all categories of learners of AIRT-Ecomed, including employees and learners of separate structural subdivisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.5.2.<\/strong>&nbsp;These Regulations are binding upon every learner of AIRT-Ecomed regardless of the form or type of education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.6.<\/strong>&nbsp;The administration of AIRT-Ecomed shall ensure that employees and learners of AIRT-Ecomed are provided with free access to these Regulations in accordance with the established procedure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.7.<\/strong>&nbsp;For the purposes of compliance with and application of these Regulations, the following terms shall be used:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Administration (executive body)<\/strong>&nbsp;\u2014 AIRT-Ecomed: the General Director, Executive Director, and heads of structural subdivisions of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Immoral conduct<\/strong>&nbsp;\u2014 conduct incompatible with generally accepted rules of behavior and the moral and ethical standards adopted by AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Disciplinary offense<\/strong>&nbsp;\u2014 culpable non-performance or improper performance by an employee or learner of duties arising from their status as an employee or learner of AIRT-Ecomed, including violation of the legislation of the Republic of Kazakhstan, contractual obligations, these Regulations, job descriptions, internal policies, orders of the Director of AIRT-Ecomed, and similar requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Learner<\/strong>&nbsp;\u2014 an individual in respect of whom an order of the Director of AIRT-Ecomed on enrollment in an educational program has been issued and remains in force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The category of learners includes residents and primary care physicians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Employee<\/strong>&nbsp;\u2014 an individual who is in an employment relationship with AIRT-Ecomed on the basis of an employment contract, irrespective of the terms and specific conditions governing performance of their employment duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.8.<\/strong>&nbsp;Learners and employees of AIRT-Ecomed shall enjoy equal rights and bear equal duties unless otherwise provided by the legislation of the Republic of Kazakhstan, the Charter of AIRT-Ecomed, these Regulations, or other legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.11.<\/strong>&nbsp;Matters relating to the application of these Regulations shall be resolved independently by the administration of AIRT-Ecomed, subject to compliance with the legislation of the Republic of Kazakhstan and the lawful rights and interests of employees and learners of AIRT-Ecomed, including in cases provided for by the legislation of the Republic of Kazakhstan.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>2. EMPLOYMENT RELATIONS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.1.<\/strong>&nbsp;Employment relations at AIRT-Ecomed are based on an agreement between an individual and AIRT-Ecomed under which the individual personally performs, for remuneration, an employment function corresponding to a specified qualification and position, complies with these Regulations, and is provided by the administration of AIRT-Ecomed with working conditions required by the legislation of the Republic of Kazakhstan, the employment contract, and other local acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.1.1.<\/strong>&nbsp;The establishment of employment relations at AIRT-Ecomed shall mandatorily be formalized by an order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.1.2.<\/strong>&nbsp;Amendments to the terms of an employment contract agreed by the parties shall be permitted on the basis of a written agreement between the parties and shall be formalized by an order of the General Director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.1.3.<\/strong>&nbsp;Any action resulting in a change in the status of an employee of AIRT-Ecomed shall be formalized by an order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.2.<\/strong>&nbsp;The terms of an employment contract may not contradict the labor legislation of the Republic of Kazakhstan or other regulatory acts containing labor law provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.3.<\/strong>&nbsp;AIRT-Ecomed provides for the following categories of employees:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 academic and teaching staff (hereinafter also referred to as \u201cteachers\u201d or \u201cATS\u201d);<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 administrative and managerial personnel;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 other personnel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.4.<\/strong>&nbsp;Specific aspects of the legal regulation of employment of individual categories of employees shall be established by the legislation of the Republic of Kazakhstan, the employment contract, and other legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.4.1.<\/strong>&nbsp;Employment contracts with members of the academic and teaching staff shall be concluded taking into account the provisions established by regulatory acts of the Republic of Kazakhstan in the field of education for this category of employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.4.2.<\/strong>&nbsp;When concluding, performing, amending, or terminating an employment contract with an employee who is a foreign citizen or stateless person, the requirements of migration legislation shall be observed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.5.<\/strong>&nbsp;An employment contract shall take effect from the date it is signed by the parties or from the date specified therein.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An employee may actually commence work only after the employment contract has been signed by both parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.6.<\/strong>&nbsp;If an employment contract is absent and\/or has not been duly executed due to the employer\u2019s fault, the employment relationship shall be deemed to have arisen from the date on which the employee actually commenced work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.7.<\/strong>&nbsp;Upon conclusion of an employment contract, an employee may, by agreement with the administration of AIRT-Ecomed and in accordance with the procedure established by the legislation of the Republic of Kazakhstan, be subject to a probationary period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The procedure, duration, and other conditions of probation upon hiring shall be governed by the Labor Code of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.8.<\/strong>&nbsp;When entering into an employment contract, the person applying for employment shall submit to the HR specialist the documents specified in the list and in accordance with the procedure established by the regulatory acts of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.9.<\/strong>&nbsp;Before an employment contract is concluded and signed, an HR employee shall ensure that the employee is familiarized, against signature and in accordance with the procedure established at AIRT-Ecomed, with the Charter of AIRT-Ecomed, these Regulations, and other legal acts of AIRT-Ecomed directly related to the employee\u2019s forthcoming professional activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An employee of the subdivision responsible for occupational safety at AIRT-Ecomed shall ensure that the newly hired employee is familiarized with the occupational safety rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.11.<\/strong>&nbsp;Termination of employment relations with AIRT-Ecomed shall be carried out in accordance with the procedure, on the grounds, and within the time limits established by the Labor Code of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.11.1.<\/strong>&nbsp;During the termination of employment relations with AIRT-Ecomed, the employee shall transfer all work documentation, both in printed and electronic form, relating to matters under their execution, supervision, or custody to the newly hired employee or, in the absence of such person, to the relevant manager.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The transfer of documents shall be formalized by an appropriate transfer certificate accompanied by an inventory, which shall be kept by the relevant subdivision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.11.2.<\/strong>&nbsp;Refusal to transfer work documentation belonging to AIRT-Ecomed shall be treated as refusal to perform employment duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In such case, the administration of AIRT-Ecomed reserves the right to terminate the employment contract on its own initiative subject to compliance with the Labor Code of the Republic of Kazakhstan.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>3. GENERAL PROCEDURE FOR ENROLLMENT AND EXPULSION OF LEARNERS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.1.<\/strong>&nbsp;Enrollment for study at AIRT-Ecomed shall be formalized by an order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any action resulting in a change in the status of a learner at AIRT-Ecomed shall be formalized by an order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.2.<\/strong>&nbsp;The specific procedure, conditions, and particular features of education at AIRT-Ecomed for each category of learners shall be established by special legal acts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.3.<\/strong>&nbsp;Termination of learner status at AIRT-Ecomed shall be carried out on the grounds provided for by the Charter of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.4.<\/strong>&nbsp;Upon request, a learner shall be separately informed of the grounds for their expulsion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.6.<\/strong>&nbsp;The procedure for preparing, formalizing, and issuing orders on enrollment and expulsion of learners shall be determined and regulated by the legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>4. BASIC RIGHTS AND DUTIES OF EMPLOYEES OF AIRT-ECOMED<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.1.<\/strong>&nbsp;An employee of AIRT-Ecomed has the right to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 respectful and tactful treatment by other employees and learners of AIRT-Ecomed and to a healthy psychological environment while performing employment duties;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 a workplace corresponding to the conditions established by state occupational organization and safety standards and the employment contract;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 timely provision of technical and other necessary documentation and equipment, tools, and other resources of proper quality required for performance of work;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 timely and full payment of salary in accordance with the employee\u2019s qualifications, complexity of work, quantity and quality of work performed, within the framework of the Remuneration Policy approved by AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 rest ensured through establishment of normal working hours, reduced working hours for certain professions and categories of employees, weekly days off, public holidays, and paid annual leave;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 complete and reliable information about AIRT-Ecomed, its activities, working conditions, and occupational safety requirements at the workplace;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 professional development within AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 encouragement of creative initiative;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 protection of employment rights, freedoms, and lawful interests by all means not prohibited by law;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 protection of personal data from uncontrolled access, use, and dissemination within AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 appeal against orders and instructions of the administration of AIRT-Ecomed in accordance with the procedure established by the legislation of the Republic of Kazakhstan and the Charter of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 submission of requests to the administration of AIRT-Ecomed and receipt of a reasoned response;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 compensation for harm caused in connection with performance of employment duties and compensation for moral harm in accordance with the procedure established by the legislation of the Republic of Kazakhstan;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 mandatory social insurance in accordance with the legislation of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.2.<\/strong>&nbsp;An employee of AIRT-Ecomed shall:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 treat other employees and learners of AIRT-Ecomed respectfully and tactfully and maintain a healthy psychological environment while performing employment duties;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 perform job duties conscientiously and to a high standard, with a focus on the effectiveness and results of work;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with the legislation of the Republic of Kazakhstan, the terms of the employment contract, the relevant job description, the Charter of AIRT-Ecomed, these Regulations, and other legal acts of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 observe labor discipline;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with labor standards established by the legislation of the Republic of Kazakhstan;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with occupational safety requirements and workplace safety rules established by the legislation of the Republic of Kazakhstan and properly use personal and collective protective equipment;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 handle with care the property of AIRT-Ecomed and the property of other employees and learners and assist the administration of AIRT-Ecomed in preserving such property;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with the established procedure for storage of material assets and documents;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 immediately notify the administration of AIRT-Ecomed or the immediate supervisor of any situation posing a threat to human life or health or to the safety of AIRT-Ecomed property;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 notify the immediate supervisor as soon as possible of any absence from work using any available means of communication;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with moral and ethical standards of conduct and the traditions of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 continuously improve professional qualifications;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 participate in organizing and carrying out measures to maintain the premises and territory of AIRT-Ecomed in a condition necessary and sufficient for their normal operation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.3.<\/strong>&nbsp;Employees of AIRT-Ecomed shall also enjoy other rights and bear other duties arising from their status as employees of AIRT-Ecomed, as well as from the legal acts of the Republic of Kazakhstan, legal acts of AIRT-Ecomed, and relevant agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.4.<\/strong>&nbsp;Persons holding managerial positions at AIRT-Ecomed:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 ensure implementation of the full range of measures relating to the personnel management strategy of AIRT-Ecomed within the team entrusted to them;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 ensure an optimal work process for employees of the relevant subdivision through efficient allocation of time and workload;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 encourage creativity and initiative among employees of the relevant subdivision;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 maintain an atmosphere of mutual respect, trust, goodwill, and unity within the team;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 represent the team at relevant events within AIRT-Ecomed and outside it within the scope of the powers granted to them;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 ensure labor discipline within the team.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>5. BASIC RIGHTS AND DUTIES OF LEARNERS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.1.<\/strong>&nbsp;Learners at AIRT-Ecomed have the right to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 respectful and tactful treatment by other learners and employees of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 obtain theoretical and practical knowledge corresponding to the current level of development of education, science, technology, and culture;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 use the library, information resources, and services of educational, scientific, and other subdivisions of AIRT-Ecomed during activities provided for by the educational process, in accordance with the Charter and other legal acts of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 participate in all types of research activities, conferences, and symposiums organized by AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 encouragement of creative initiative;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 participate in the discussion and resolution of major issues relating to the activities of AIRT-Ecomed, including through public organizations, student self-government bodies, and management bodies of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 appeal against orders and instructions of the administration of AIRT-Ecomed in accordance with the procedure established by the legislation of the Republic of Kazakhstan and the legal acts of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 submit requests to the administration of AIRT-Ecomed and receive a reasoned response;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 receive social support in the prescribed manner and in the forms provided for by the legislation of the Republic of Kazakhstan and legal acts of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 benefit from privileges provided for by the legislation of the Republic of Kazakhstan using state budget funds allocated to AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 receive complete and reliable information about AIRT-Ecomed, its activities, study conditions, and requirements governing organization of the educational process;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 protect their rights, freedoms, and lawful interests by all means not prohibited by law;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 protection of personal data from uncontrolled access, use, and dissemination within AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 transfer within AIRT-Ecomed or transfer to another higher education institution to continue their studies;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 receive a state-recognized education document corresponding to the relevant level of the educational program, provided that the final state assessment has been successfully completed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.2.<\/strong>&nbsp;Learners at AIRT-Ecomed shall:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 treat other learners and employees of AIRT-Ecomed respectfully and tactfully;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with the legislation of the Republic of Kazakhstan, the Charter of AIRT-Ecomed, these Regulations, other legal acts of AIRT-Ecomed, including those governing presence on the territory of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with moral and ethical standards of conduct and communication;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 respect the work of teachers and other categories of employees of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 timely and conscientiously complete assignments provided for by the educational process, study and master literature recommended by teachers and other sources of knowledge relating to the relevant discipline, and prepare for examination sessions and final state assessment;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 observe academic and public discipline;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 handle with care the property of AIRT-Ecomed and the property of other employees and learners and assist the administration of AIRT-Ecomed in preserving such property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.3.<\/strong>&nbsp;Learners at AIRT-Ecomed shall also enjoy other rights and bear other duties arising from their status as learners at AIRT-Ecomed, as well as from regulatory acts of the Republic of Kazakhstan, legal acts of AIRT-Ecomed, and relevant agreements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>5.4.<\/strong>&nbsp;Inform the responsible person of learner absences from classes, indicating the reasons for such absence;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 monitor academic discipline within the group during lectures and practical classes, as well as the preservation of educational equipment and inventory;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 notify learners of amendments to the timetable.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>6. BASIC RIGHTS, DUTIES, AND MANAGEMENT FUNCTIONS OF THE ADMINISTRATION<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6.1.<\/strong>&nbsp;The administration of AIRT-Ecomed shall have the same rights and duties as employees of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, for the purpose of effectively managing labor and educational processes at AIRT-Ecomed, the administration has the right to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 request necessary information from employees and learners of AIRT-Ecomed and establish the form and deadlines for submission thereof, as well as apply disciplinary measures to persons responsible for late submission, improper preparation, or unreliability of data;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 initiate meetings and sessions and suspend the activities of subdivisions of AIRT-Ecomed or the studies of learners where such necessity is caused by objective or emergency circumstances;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 perform other organizational, administrative, supervisory, and executive actions arising from the management role of the administration of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6.2.<\/strong>&nbsp;For the purpose of ensuring the labor and educational process at AIRT-Ecomed, the administration of AIRT-Ecomed shall:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 effectively manage the workforce of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 organize implementation of advanced management methods;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 create healthy and safe working conditions and ensure that work equipment is maintained in proper condition;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 timely consider and implement proposals of public organizations, teachers, other categories of employees, and learners aimed at improving work and study at AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comprehensively strengthen labor and academic discipline and support and encourage the best employees and learners of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 monitor academic discipline of learners and labor discipline of employees;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 promote a professional and creative working environment within the workforce, support and develop initiative and active participation of members of the workforce, timely consider objective critical comments from employees, and communicate information about measures taken;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 pay close attention to the needs and requests of learners and employees and take measures to improve their social and living conditions within the available financial and material resources of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 apply disciplinary measures to persons violating labor or academic discipline;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 monitor compliance by employees and learners with all occupational safety, industrial sanitation, occupational hygiene, and fire safety requirements;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 represent the workforce of AIRT-Ecomed at relevant external events;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 systematically inform the workforce of AIRT-Ecomed about the activities of AIRT-Ecomed and their results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>6.3.<\/strong>&nbsp;The administration of AIRT-Ecomed shall also perform other functions arising from its status and management role and from the legal acts of the Republic of Kazakhstan, legal acts of AIRT-Ecomed, and relevant agreements.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>7. WORKING (STUDY) TIME AND REST PERIODS<\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>7.1. Organization of Labor and the Educational Process at AIRT-Ecomed<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.1.1.<\/strong>&nbsp;AIRT-Ecomed shall operate both five-day and six-day working weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The total number of working hours per week and specific features applicable to different categories of employees shall be determined by the Labor Code of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.1.2.<\/strong>&nbsp;The duration of the working day shall be as follows:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Administrative and Managerial Personnel<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">8 hours per day under a five-day working week, totaling 40 hours per week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Working hours: 09:00 to 18:00.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Rest and meal break: 13:00 to 14:00; this period is not included in working time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Days off: Saturday and Sunday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Employees who are not directly involved in organizing or conducting educational classes shall work a five-day working week with two days off and an eight-hour working day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Structural subdivisions operating under a six-day working week shall be designated by order of the Director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Administrative and managerial personnel directly involved in the educational process shall work a six-day working week, provided that the total working time does not exceed the maximum established by the Code for the relevant category of employees, namely 40 hours per week.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Academic and Teaching Staff<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The working week shall be 36 hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The specific work schedule shall be determined by the educational process schedule and the approved class timetable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The semester timetable shall be communicated to the relevant employees and learners no later than 5 business days before classes commence.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Educational Support and Service Personnel<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Five working days of 7 hours each and one working day, Saturday, of 5 hours under a six-day working week, totaling 40 hours per week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Working hours, except Saturday: 09:00 to 17:00.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Rest and meal break: 13:00 to 14:00; this period is not included in working time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Saturday: 09:00 to 14:00 without a lunch break.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 Day off: Sunday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Based on the functional duties of individual subdivisions and\/or categories of employees, the Director, in coordination with heads of subdivisions, may change the starting and finishing times of work for individual subdivisions and\/or categories of employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For employees engaged in work involving harmful working conditions, the duration of work or a shift shall be 6 hours under a six-day working week, totaling 36 hours per week, in accordance with the List of Positions and Occupations Entitled to Reduced Working Hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under a five-day working week, the working day shall be 7 hours 12 minutes, equivalent to 7.2 hours, totaling 36 hours per week, in accordance with the List of Positions and Occupations Entitled to Reduced Working Hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overtime work and work on public holidays and days off shall be permitted only in exceptional circumstances provided for by the legislation of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Academic workload shall not be scheduled on public holidays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The educational process schedule and class timetable shall be prepared in such a manner that the educational process is not conducted on public holidays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The teaching load of academic and teaching staff shall be determined on a differentiated basis depending on the position held and taking into account the educational program and time required for methodological development of lecture courses, educational and methodological documentation, assignments, programs, plans, and other materials, and shall not exceed the maximum established by legal acts of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within established working hours, teachers shall perform all types of teaching, educational and methodological, research, and other work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Heads of departments\/courses shall monitor implementation of individual plans for educational and methodological, research, and educational work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compliance by teachers with their duty to conduct classes in accordance with the approved timetable shall be monitored by the head or authorized employee of the relevant educational subdivision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Matters relating to temporary replacement of a teacher, replacement of the type of class, or replacement of an academic discipline for a period not exceeding one calendar week shall fall within the authority of the head of department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The head of department may authorize the relevant changes to the procedure for conducting classes orally or in writing, depending on the actual circumstances, provided that the subdivision responsible for educational administration at AIRT-Ecomed is notified in writing on the day of the replacement or no later than the next business day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such notification shall be formalized by an internal memorandum from the head of department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Replacement of a teacher and\/or substitution of classes for a period exceeding one calendar week shall be permitted only with the written approval of the director of the department responsible for the educational process at AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Employees of the subdivision responsible for educational administration at AIRT-Ecomed shall carry out selective ongoing monitoring and audits of teachers\u2019 compliance with the class timetable on the basis of appropriate monitoring plans and schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Audit results shall be discussed at relevant meetings and sessions, during which further measures shall be developed and determined, with responsible employees specified, to optimize the educational process and compliance with its schedules and timetable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The specific procedure, features, and parameters for determination, performance, formalization, and accounting of teaching workload shall be established by special legal act(s) of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compliance with the class timetable shall be monitored by authorized employees, while implementation of individual plans by members of the academic and teaching staff shall be monitored by heads of departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specific features of an employee\u2019s work schedule shall mandatorily be reflected in the relevant employment contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certain types of work may provide for special breaks during the working day due to the technology or organization of work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The types of such work, duration, and procedure for granting such breaks shall be established by an order of the Director of AIRT-Ecomed based on substantiation provided by the immediate head of the relevant subdivision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The duration of work under a shift schedule, including the starting and finishing times of daily work and rest and meal breaks, shall be determined by the shift schedules of AIRT-Ecomed, subject to compliance with the statutory working time limits for the relevant month or other accounting period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shift schedules shall be communicated to employees no later than one month before they enter into force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Employees shall rotate between shifts evenly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a general rule, transfer from one shift to another shall occur weekly at the times specified in the shift schedules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In continuous operations, employees are prohibited from leaving their workplace before the replacement employee arrives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the replacement employee fails to appear, the employee shall notify the immediate supervisor, who shall immediately take measures to replace the absent employee with another employee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Working two consecutive shifts is prohibited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where the nature of the work makes it impossible to establish a rest and meal break, the employee shall be provided with an opportunity to eat during working hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where individual categories of employees need to perform their duties outside normal working hours, an irregular working day may be established for such employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The list of positions subject to an irregular working day shall be established by an order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If summarized working time accounting is introduced at AIRT-Ecomed, the accounting period and other conditions of such working arrangement shall be determined by order of the Director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The accounting period may not exceed one calendar year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Summarized working time accounting shall be introduced and terminated by order in compliance with the rules governing changes to material terms of an employment contract established by the legislation of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If an employee is absent from work due to illness or other valid reasons, the employee shall notify the immediate supervisor as soon as possible, either in writing or by telephone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The validity of the reason for absence must be supported by documentary evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a teacher is absent from work, the head of department shall immediately take measures to arrange a replacement teacher.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a class cannot be conducted in accordance with the approved timetable, the teacher shall notify the head of department or the person responsible for monitoring timetable compliance in advance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A valid reason for a teacher\u2019s absence from class must be supported by documentary evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other matters concerning planning, organization, and performance of work shall be resolved through routine working procedures, subject to mutual respect for the lawful rights and opinions of employees, the objectives and tasks of AIRT-Ecomed, and the principles of good faith, reasonableness, and expediency.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Access Control and Working Time Recording System<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A working time recording system has been introduced at AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Employees\u2019 arrival at and departure from work shall be monitored by the functional support specialist.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>7.2. Organization of the Educational Process<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.1.<\/strong>&nbsp;At the beginning of each calendar year, a plan of educational cycles for advanced training and non-formal education shall be approved and communicated to interested parties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AIRT-Ecomed establishes the following starting time for classes:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 full-time education: classes begin at 09:00.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.2.<\/strong>&nbsp;Time standards for various types of educational work shall be independently developed by AIRT-Ecomed on the basis of standards established by state compulsory standards of education and additional education.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Time standards for various types of educational work shall be approved by a decision of the Academic Council of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For classroom activities, including lectures, seminars, and practical classes, 1 academic hour shall equal 1 contact hour, or 50 minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For laboratory work and physical education classes, 1 academic hour shall equal 2 contact hours, or 100 minutes, while for studio classes, 1 academic hour shall equal 1.5 contact hours, or 75 minutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.4.<\/strong>&nbsp;Types of classes, forms of assessment of learners\u2019 knowledge, and the procedure, methodology, and principles for evaluating learners\u2019 academic performance shall be established by special regulatory acts in the field of education and acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.5.<\/strong>&nbsp;Classes at AIRT-Ecomed shall be conducted according to the class timetable prepared in accordance with the educational process schedule approved by order of the Director of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A separate timetable shall be prepared for optional classes and coordinated with the current class timetable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Learners\u2019 workload for all types of classes and forms of education shall be established within the limits determined by the applicable state standards of additional education for the relevant field of training or specialty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.6.<\/strong>&nbsp;Classes shall be conducted by streams or educational\/academic groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From the beginning of classes, silence and order necessary for the normal conduct of educational activities shall be maintained in all classrooms and adjacent premises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.7.<\/strong>&nbsp;Each educational\/academic group shall maintain an attendance and academic performance register in the prescribed form.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The register shall be kept by the Department of Science and Postgraduate Education and shall be used to record learners present or absent from classes and assess their level of preparation and knowledge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.2.8.<\/strong>&nbsp;During and after leave periods, teachers may, in accordance with approved curricula and on the basis of an order of the Director of AIRT-Ecomed, be involved:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in methodological commissions dealing with teaching methodology, discussion of draft curricula and methodological materials, and commissions relating to admission of learners for a new academic year;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 in pedagogical readings, seminars, and other activities aimed at professional development and improvement of teachers\u2019 pedagogical skills and theoretical knowledge.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>7.3. Rest Periods and Public Holidays<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.3.1.<\/strong>&nbsp;Rest periods shall be determined in accordance with the labor legislation of the Republic of Kazakhstan and the specific approved work schedules, as well as the legislation of the Republic of Kazakhstan in the field of education, educational process schedules, and class timetables applicable at AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.3.2.<\/strong>&nbsp;Annual leave shall be granted to employees in accordance with the leave schedule approved by the administration of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The leave schedule is binding upon both employees and the administration of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When preparing the leave schedule, the administration of AIRT-Ecomed shall, where possible, take into account employees\u2019 preferences, specific operational requirements of individual processes within AIRT-Ecomed, and categories of persons entitled under the legislation of the Republic of Kazakhstan to take leave at any time at their request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other conditions governing preparation of the leave schedule at AIRT-Ecomed shall be established by separate legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Division of leave, granting leave in parts, or transferring leave in full or in part to another year shall be permitted by agreement between the employee and the administration of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Recall of an employee from leave shall be permitted only with the employee\u2019s written consent and shall be formalized by an order of the Director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The employee shall be notified against signature of the starting date of leave no later than 2 weeks before commencement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Granting leave during the academic year shall be permitted only in exceptional circumstances where valid reasons supported by documentary evidence exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.3.3.<\/strong>&nbsp;The duration of leave and days of rest of employees of AIRT-Ecomed and the procedure for granting them to specific categories of employees, including employees engaged in the educational process and those responsible for organization and management of such process, shall be established by AIRT-Ecomed in accordance with the legislation of the Republic of Kazakhstan and the applicable employment contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subdivision responsible for HR policy management at AIRT-Ecomed shall maintain records of employees\u2019 leave and days off and monitor timely granting and use thereof.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.3.4.<\/strong>&nbsp;Learners\u2019 vacation periods shall be determined by the educational process schedule and shall be provided following completion of studies in the relevant semester for no less than the duration established by law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7.3.5.<\/strong>&nbsp;Public holidays shall be determined by the Code.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An order establishing AIRT-Ecomed\u2019s work schedule in connection with public holidays shall be issued no later than 7 business days before the relevant public holiday or the first public holiday where several consecutive public holidays occur.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responsibility for communicating the order to employees shall rest with their immediate supervisors.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>8. INTERNAL ACADEMIC REGULATIONS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.1.<\/strong>&nbsp;When teachers enter the classroom, learners shall greet them by standing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.2.<\/strong>&nbsp;During classes, learners shall:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 listen attentively to teachers\u2019 explanations and answers given by other learners;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 comply with all reasonable instructions of the teacher;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 understand the substance of the educational material and analyze the issues presented;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 be able to formulate and seek to express their own reasoned opinions regarding the matters under consideration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.3.<\/strong>&nbsp;A teacher shall:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 conscientiously organize and conduct classes using effective methods of presenting educational information and incorporating creative elements;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 be able to listen to learners\u2019 opinions on academic matters and provide an objective assessment thereof;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 provide reasoned answers to additional questions from learners relating to the subject matter and issues under discussion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.4.<\/strong>&nbsp;Learners may enter or leave the classroom during classes only with the teacher\u2019s permission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.5.<\/strong>&nbsp;Entering classrooms while wearing outerwear is prohibited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.6.<\/strong>&nbsp;Use of mobile communication devices during classes is prohibited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.7.<\/strong>&nbsp;If learners are absent from classes for valid reasons, they shall notify specialists of the supervising department or the teacher no later than the following day and, on the first day of returning to the educational institution, provide information confirming the reasons for the absence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the event of illness, the learner shall provide a certificate of the prescribed form issued by the relevant medical organization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missed classes shall be made up in accordance with the rating system used to assess learners\u2019 academic performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.8.<\/strong>&nbsp;Other valid reasons for absence from classes must also be supported by documentary evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.9.<\/strong>&nbsp;A schedule for work with learners shall be established at each department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.9.1.<\/strong>&nbsp;A learner who has objective grounds to believe that they have been provided with inaccurate and\/or incomplete information that violates their rights or the procedure established at AIRT-Ecomed has the right to seek advice from the Legal Support Department of AIRT-Ecomed or another subdivision in accordance with the distribution of responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Telephone numbers of the relevant subdivisions shall be published on the Academy\u2019s website.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.10.<\/strong>&nbsp;Employees of AIRT-Ecomed shall, while performing their employment duties, wear identification badges displaying their surname, first name, and position in a manner clearly visible to other employees and learners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same information shall also be displayed at the employee\u2019s workplace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>8.11.<\/strong>&nbsp;The internal academic regulations provided for in this Section shall apply to the educational process under all forms of education, taking into account their specific features.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Specific matters relating to internal academic procedures under individual forms of education that are not regulated by these Regulations shall be governed by other legal acts of AIRT-Ecomed or generally accepted practice.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>9. ORDER ON THE PREMISES<\/strong><\/h1>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Workplace Equipment<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.1.<\/strong>&nbsp;The administration of AIRT-Ecomed shall ensure security of the premises and territory of AIRT-Ecomed, preservation of equipment, inventory, and other property, and maintenance of proper order in educational and other premises of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responsibility for security of premises and property and for their technical, fire safety, sanitary, and hygienic condition shall be assigned by order of the Director to the relevant members of the administrative and managerial personnel of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.2.<\/strong>&nbsp;Monitoring of material resources and the condition of premises, including availability of furniture and educational equipment, and preservation and appropriate use of premises and equipment assigned to a structural subdivision shall be carried out by the head of the relevant structural subdivision and by the financially responsible person of the subdivision where such person is not the head.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.3.<\/strong>&nbsp;On weekends and public holidays, as well as during emergencies, a special regime for operation and use of property in the premises of AIRT-Ecomed, including residential and other buildings and dormitories, may be established by order of the Director.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.4.<\/strong>&nbsp;Proper cleanliness and order in educational and other premises of AIRT-Ecomed shall be maintained by technical personnel in accordance with an established work schedule.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Learners and employees of AIRT-Ecomed shall maintain cleanliness and order on the premises and territory of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.5.<\/strong>&nbsp;The following are prohibited on the premises and territory of AIRT-Ecomed:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 being under the influence of alcohol;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 engaging in actions that interfere with the educational process, including loud conversations, noise during classes, and similar conduct;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 smoking;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 distribution and consumption of alcoholic beverages and use of toxic substances;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 damaging property;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 wearing outerwear and headwear inside AIRT-Ecomed premises;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 use of narcotic and other psychotropic substances;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2022 actions contrary to generally accepted moral standards, including fighting and use of obscene language.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>9.6.<\/strong>&nbsp;The procedure for access control and internal security at AIRT-Ecomed, including issuance, storage, and return of keys to AIRT-Ecomed premises, shall be governed by the relevant internal legal act of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security of AIRT-Ecomed shall be provided by the Security Service established to ensure law and order and safety in educational buildings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Security Service has the right to:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 check the identity documents of any person on the territory of AIRT-Ecomed;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 detain persons who fail to comply with security requirements, fire safety rules, or internal regulations or who commit other offenses;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 require offenders to provide explanations, including written explanations, and, where grounds exist, hand such persons over to law enforcement authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keys to the conference hall, laboratories, and other premises shall be kept at the security checkpoint and issued against signature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transfer of a key to another person is prohibited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Making duplicate keys is prohibited.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Keys to premises equipped with expensive equipment shall be issued only to persons listed in the relevant register.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Persons responsible for material damage caused to AIRT-Ecomed, violations of internal regulations, or other unlawful actions shall bear financial, administrative, disciplinary, and criminal liability in accordance with applicable legislation.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>10. INCENTIVES FOR ACHIEVEMENTS IN WORK AND STUDY<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.1.<\/strong>&nbsp;The administration of AIRT-Ecomed shall reward employees of AIRT-Ecomed for high-quality, conscientious, and effective performance of employment duties and for creative and innovative approaches to work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.2.<\/strong>&nbsp;The administration of AIRT-Ecomed shall reward learners for conscientious and effective study and for scientific and creative initiative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.3.<\/strong>&nbsp;The principles, methodology, system, specific types, and procedure for moral and material incentives and rewards for employees and learners shall be determined by special legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.4.<\/strong>&nbsp;For the purpose of providing special incentives, teachers and other employees of AIRT-Ecomed whose work is associated with supporting the educational and developmental process may be nominated for special awards provided for by the relevant legal act of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.5.<\/strong>&nbsp;Employees demonstrating exceptional professional achievements benefiting society and the state may be nominated in accordance with the established procedure for state awards or awards at other levels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.6.<\/strong>&nbsp;Learners demonstrating exceptional achievements and results in their studies, scientific initiative and effectiveness, or active participation in the public life of AIRT-Ecomed may be nominated in accordance with the established procedure for state or other awards and incentives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.7.<\/strong>&nbsp;Material incentives shall be provided subject to the financial capabilities of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>10.8.<\/strong>&nbsp;As a general rule, awards and incentives shall be presented in a formal setting.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>11. DISCIPLINARY LIABILITY OF EMPLOYEES AND LEARNERS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.1.<\/strong>&nbsp;Disciplinary liability of an employee or learner shall arise for violation of labor or academic discipline, respectively, as well as for violation of public order at AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Such violations shall constitute disciplinary offenses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.2.<\/strong>&nbsp;Disciplinary measures may include:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 warning;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 reprimand;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 severe reprimand;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 termination of the employment contract at the employer\u2019s initiative in cases established by the Labor Code of the Republic of Kazakhstan, or expulsion in the case of a learner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.3.<\/strong>&nbsp;General conditions governing imposition, removal, and expiration of disciplinary sanctions and specific features of their application to employees of AIRT-Ecomed shall be determined by the Labor Code of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Types and general conditions governing imposition, removal, and expiration of disciplinary sanctions and specific features of their application to learners of AIRT-Ecomed shall be determined by the legislation of the Republic of Kazakhstan and the Charter of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.4.<\/strong>&nbsp;Before a disciplinary sanction is imposed, the employee or learner shall provide a written explanation of the misconduct, indicating the reasons for and circumstances of the offense.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Refusal by the employee or learner to provide an explanation shall not prevent imposition of a disciplinary sanction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.5.<\/strong>&nbsp;An order of the Director of AIRT-Ecomed imposing a disciplinary sanction, issued on the basis of the relevant act, shall be communicated by the immediate supervisor to the employee or learner against signature within three business days from the date of issuance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the employee or learner refuses to acknowledge the order against signature, an appropriate act shall be prepared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.6.<\/strong>&nbsp;The grounds, procedure, conditions, and specific features for holding an employee or learner criminally, administratively, or civilly liable shall be established by the regulatory acts of the Republic of Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>11.7.<\/strong>&nbsp;A disciplinary sanction may be appealed by an employee or learner in accordance with the established procedure.<\/p>\n\n\n\n<h1 class=\"wp-block-heading\"><strong>12. FINAL PROVISIONS<\/strong><\/h1>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12.1.<\/strong>&nbsp;These Regulations and other organizational and legal documents of AIRT-Ecomed governing employment conditions and the educational process shall be displayed for review by interested persons on appropriate information boards in locations convenient for viewing and shall also be published on the official website of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Responsibility for compliance with this requirement shall rest with the administrative management of AIRT-Ecomed, the HR Department, and directors of subdivisions responsible for information management at AIRT-Ecomed, respectively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12.2.<\/strong>&nbsp;The location of the originals of these Regulations and other organizational and legal documents of AIRT-Ecomed governing employment conditions and the educational process shall be determined by the administration of AIRT-Ecomed, taking into account the need to ensure that copies may be obtained in accordance with the special procedure established at AIRT-Ecomed upon request from interested subdivisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12.3.<\/strong>&nbsp;Legal relations not regulated by these Regulations, including those relating to organization of labor and educational processes, shall be governed by the laws and subordinate regulatory acts of the Republic of Kazakhstan and by the legal acts of AIRT-Ecomed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12.4.<\/strong>&nbsp;If provisions of these Regulations conflict with provisions of newly issued legal acts of the Republic of Kazakhstan, the conflicting provisions of these Regulations shall cease to apply from the date on which the relevant legal acts enter into force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corresponding amendments to these Regulations shall be introduced in accordance with the established procedure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>12.5.<\/strong>&nbsp;Employees and learners of AIRT-Ecomed who fail to comply with or violate these Regulations shall bear responsibility in accordance with the legislation of the Republic of Kazakhstan, the Charter of AIRT-Ecomed, and these Regulations.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>1.
